The MOVES III 2025 plan is the main instrument of the Spanish Government to accelerate the transition towards cleaner mobility.
Through Royal Decree-Law 3/2025, approved on 1 April 2025, the Government has extended the programme until 31 December 2025 (with retroactive effect from 1 January) and has made a new allocation of 400 million euros. This takes the overall allocation to a historic figure of approximately 1,735 million euros, intended to promote the purchase of electric vehicles and the installation of charging stations across the country.
Who is it for?
The MOVES III plan is aimed at individuals, the self-employed, companies, public administrations and homeowners' associations, with grants of up to 7,000 euros per vehicle in the case of individuals who trade in an old car for scrapping. The programme also requires dealers to apply a minimum additional discount of 1,000 euros, increasing the actual savings for the buyer.
Subsidies are also available for the installation of electric charging stations, both in single-family homes and in communities or companies. In small towns (less than 5,000 inhabitants), these grants can cover up to 80% of the total cost.
And how does it work in Catalonia?
In Catalonia, the programme is managed by the Catalan Energy Institute (ICAEN), which launched a new call for applications in July 2025 with a budget of 65 million euros.
These subsidies aim to consolidate the sustained growth experienced by the sector: between January and June alone, more than 27,000 electrified vehicles were registered and almost 27,000 charging stations were installed, figures that position Catalonia as a leader in Spain.
The application process has been simplified significantly. It is no longer necessary to present as many certificates or redundant documents, and the ICAEN virtual office allows the entire procedure to be completed swiftly.
How can I apply for a subsidy?
If you live in Catalonia and want to benefit from the MOVES III 2025 plan, these are the main steps:
Check that you meet the requirements
The vehicle must have been purchased after 1 January 2025, be new or rented for less than 12 months, and cannot be worth more than 45,000 euros excluding VAT (or 53,000 euros in the case of 8 or 9 seaters). In the case of electric motorcycles, the limit is 10,000 euros.
Gather the basic documentation
You will need your DNI or NIF, the invoice or quote for the vehicle, proof of payment and in the event of scrapping, the old vehicle’s documentation. A sworn statement must also be submitted in compliance with the requirements.
Log in to the ICAEN portal and fill out the online application
The form, redesigned in July 2025, is more intuitive and allows data to be validated automatically. In some cases, you can even access it with an SMS code if you do not have a digital certificate.
Once the vehicle has been purchased or the charging station has been installed, you must provide proof of the investment
This includes the final invoice, proof of payment, the technical data sheet and the vehicle registration certificate (if applicable). If everything is in order, the subsidy is processed, and payment is received in a matter of months.
