The Moves Plan has been reactivated with the aim of continuing to promote sustainable mobility among the general public and foster e-mobility.
The Moves Plan III is to run until 2023 and has an initial budget of €400 million, extendible to €800 million, and open to private individuals.
As in the Moves Plan II, the main goal of the programme is to encourage the purchase of non-polluting vehicles, promote the installation of recharging points and the introduction of urban-mobility measures by companies and city councils.

Who can benefit from the plan?
As with the previous plan, possible beneficiaries include individuals, self-employed people, private companies, city and provincial councils, autonomous administrations and other Spanish public organisations.
The subsidies are for PHEV vehicles (plug-in hybrids) with a range of more than 30 kilometres, EREVs (extended range electric vehicles), EVs (100% electric) and fuel cell vehicles.
Is it compatible with other subsidies?
This programme is not compatible with other subsidies or grants whose main objective is to promote sustainable mobility and which are offered by other public or private, national or international administrations.
If you have already applied for a subsidy under the previous plan, you will not be able to do so under Moves III, either for acquiring an electric vehicle or for recharging infrastructures.
What help does the programme offer?
Moves Plan III offers subsidies of up to €9,000 for the purchase of electric vans and up to €7,000 for acquiring family cars, if the owner scraps a vehicle that is over 7 years old. The purchasing price of a vehicle may be as high €45,000.
If the previous vehicle is not scrapped, the subsidies can be up to €4,500 for buying an electric car and €7,000 for a van. For plug-in hybrids, with an electric range of between 30 and 90 km, the subsidies for scrapping a polluting vehicle can be up to €5,000.
The idea is to foster the renovation of vehicle fleets and replace polluting vehicles.
